The Measures for Safety Management (Draft for Comment) are open to the public for comments, which stipulate the ban on the sale of ten types of aquatic products.
The fishery department of the people's government at or above the county level shall be responsible for the quality and safety supervision and management of aquatic products in the administrative area before entering the wholesale and retail market or production and processing enterprises, and shall be responsible for the use of fishery drugs, fish feed, additives, water quality improvers and other fishery inputs. Supervise management.
The food and drug supervision and administration department of the people's government at or above the county level shall be responsible for the quality and safety supervision and management of aquatic products entering the market or processing enterprises within their respective administrative areas.
The competent department of animal husbandry and veterinary of the people's government at or above the county level shall be responsible for the supervision and management of the production and operation of fishery drugs, fish feed, feed additives and water quality improvers in the administrative area.
The fishery administrative department of the people's government at or above the county level shall establish an environmental safety monitoring and management system for aquatic products producing areas, and strengthen the environmental safety investigation, monitoring and evaluation of aquatic products. The water quality of fishery aquaculture water shall not be lower than the fishery water quality standard. The water quality is lower than the second type of sea area and the surface water quality below the third category shall not be used for fishery proliferation and release.
Aquatic product producers shall, in accordance with the provisions of laws, regulations and rules, rationally use fishery drugs, fishery feeds and feed additives, and establish records of purchase, sale, storage and use of aquatic products and fishery inputs. The shelf life shall be from the completion of the sale. Not less than two years.
When selling aquatic products, the aquatic product admission seller shall take the initiative to provide the certificate of origin or the certificate of purchase, the certificate of conformity and other documents.
If the seller is unable to provide the certificate of the origin of the aquatic product or the certificate of purchase or the certificate of conformity, the promoter of the centralized trading market shall conduct a sampling inspection or a quick test; if the sampling inspection or the rapid inspection is qualified, the market may be sold.
It is forbidden to sell the following ten kinds of aquatic products: containing nationally prohibited fishery drugs and highly toxic drugs, high-toxic fish drugs and other substances that may endanger human health; pathogenic microorganisms, fishery residues, biotoxins, heavy metals and other pollutants and other hazards The content of human health exceeds the limit of food safety standards; spoilage, mildew, adulteration, or sensory traits; death, poison, or cause of death; use of food additives such as preservatives, preservatives, etc. Food-related products such as packaging materials do not meet the national food safety standards; are contaminated by packaging materials, containers, transportation vehicles, etc.; indicate false production date, shelf life or exceed the shelf life; the state prohibits sales for special needs such as disease prevention; False aquatic product origin, producer name, producer address, or quality mark such as forged or fraudulent certification mark; imported aquatic products cannot provide valid certification documents issued by entry-exit inspection and quarantine institutions.
