Domestic fishery production is basically stable. According to statistics, in the first half of the year, the total domestic production of aquatic products (excluding offshore fishing) was 2,798.10 million tons, up 0.58% year-on-year. Among them, aquaculture production increased by 4.98% year-on-year, and fishing production decreased by 15.79%. The catch ratio was 82.3:17.7. The total output value of the fishery economy was 906.610 billion yuan, a year-on-year increase of 2.75%.
The benefits of the aquaculture industry have improved. According to the statistics of the National Bureau of Statistics, there were 2,254 large-scale aquatic product processing enterprises with a main business income of over 20 million in the first five months of this year. The main business income was 223.359 billion yuan, a year-on-year increase of 10.2%, an increase of 2.4 percentage points over the previous year. The total profit was 13.227 billion yuan, a year-on-year increase of 7.0%.
The production of offshore fisheries has increased significantly. It is estimated that 2,420 offshore fishing vessels will be operated in the first half of the year, with a total output of 820,000 tons and an output value of 7.8 billion yuan. The output value will increase by 16% and 19% respectively.
Wholesale market prices rose moderately. According to the information collection system of aquatic products wholesale market, the average price of aquatic products in January-June increased by 1.45% year-on-year; the volume of transactions decreased by 1.42% year-on-year; the turnover increased by 3.93% year-on-year.
The export volume of aquatic products doubled. According to customs statistics, the total import and export of aquatic products in China from January to June was 4,446,500 tons, and the total import and export volume was 14.929 billion US dollars, up 13.00% and 7.23% respectively, of which 2.092 million tons were exported and 9.832 billion US dollars were exported. , a year-on-year increase of 5.80% and 2.13%; a trade surplus of 4.736 billion US dollars.
The progress of "transfer and adjustment" is obvious, and the effectiveness of the supply-side reform is first seen.
The results of fishing “reduction” are obvious. In the first half of the year, the total output of aquatic products increased by 2.45 percentage points year-on-year, and the fishing output decreased by 15.79%. Among them, marine fishing production was 4,073,300 tons, down 18.05% year-on-year.
Improve quality and efficiency and start to exert strength. The pass rate of supervision and inspection of aquatic products production area reached 99.7%. The total output value of the fishery economy increased by 2.75% year-on-year, exceeding the output growth by 2.17 percentage points. The price of most aquatic products rose, especially the average price of freshwater products rose by 3.41% year-on-year. Fishermen's family fishery operating income increased by 3.23% year-on-year, of which operating fishery revenue increased by 4.01% year-on-year.
Green development has progressed significantly. The green and sustainable farming model was rapidly promoted, and the comprehensive breeding area of rice and fishery reached 22.5 million mu, driving farmers to increase their income by more than 30 billion yuan. Reducing 4054 fishing vessels, cleaning up and banning 30,000 pieces of illegal fishing gear (top), and dismantling 3010 vessels involved in fishing. On June 6, more than 400 large-scale proliferation and release activities were held nationwide, and more than 5 billion kinds of aquatic species were released.
The industrial structure is more optimized. In the first half of the year, the ratio of the output value of the first, second and third industries in the fishery was 49.23:24.06:26.71, and the proportion of the second and third crops further expanded and exceeded 1.5%. Leisure fisheries are booming. According to incomplete statistics, the output value of leisure fishery in China in the first half of the year reached 20.709 billion yuan, and the number of receptionists was 72.835 million.
Focusing on the overall situation of the center, the key work highlights
In the first half of the year, we focused on deepening the structural reform of the fishery supply side, focusing on two aspects of work. First, continue to promote the transformation and upgrading of fisheries. Actively promote the integration of the development of the first, second and third industries, and release the "Crayfish Industry Development Report (2017)". Pilot work on quarantine of seed production areas was initiated. The second is to take measures to implement the most stringent resource conservation measures in history. Implement the “most stringent and longest fishing season in the history of the fishing system” to carry out juvenile fish conservation actions. Signed a letter of responsibility with the coastal provinces, and reduced the responsibility for layering. Completed 20.27% of the total task of the 13th Five-Year Plan.
Overall, China's fisheries economy will continue to maintain a stable and positive trend. However, issues such as excessively high fishery production costs (especially pond rents), continued increase in fishermen's income, changes in international trade policies, frequent natural disasters, and weak fisheries disaster prevention and mitigation systems are still of great concern. According to incomplete statistics, the heavy rainfall in the south since June 22 has caused the disaster area of the aquaculture industry in Hunan Province to reach 2.05 million mu, and the direct fishery economic loss was 4.261 billion yuan.
