The succulent and flexible peony shrimp is an indispensable food in raw food. In April 2015, Shanghai Customs found in the monitoring and analysis of port import data that the price of Canadian frozen peony shrimp, which was reported by two companies at the Shanghai port, was significantly lower, and there was suspicion of smuggling.
To this end, the Shanghai Customs Anti-smuggling Bureau first locked the suspected enterprises to initiate investigations. The investigation found that the behind-the-scenes bosses of the two suspected companies were one person - He. The case-handling personnel used He Mou as a breakthrough point. After a difficult investigation and evidence collection, they clarified the context of their smuggling of seafood. As of October this year, nine suspects involved in the case have been defamed and ruined the smuggling seafood gang.
The Customs anti-smuggling police found in the investigation that He Mou Company not only smuggled seafood at the Shanghai port, but also smuggled similar products at the Guangxi Port.
At the Guangxi Port, He Mou entrusted a local smuggling criminal gang to dispose of the frozen seafood shipped to Vietnam, allowing the peasants to move into the country and then distribute them by domestic transportation companies. The average annual temperature in Guangxi is around 20 degrees Celsius. The “ant moving house” of the border people uses ordinary cars, which means that frozen seafood has to undergo at least 2-3 hours of cold chain transportation during the smuggling process. Therefore, in the frozen seafood seized in Guangxi, there are various degrees of damage, color change, and poor quality of the package.
At the Shanghai port, two of He’s involved companies smuggled by underreporting prices. The import price of normal peony shrimp in Shanghai is 28 to 38 US dollars per kilogram, and the price declared by Hemou to the customs is only 5-8 US dollars per kilogram, and the understatement is as low as 20-30 dollars.
In particular, seafood smuggling has also led to the phenomenon of “bad money driving out good money”. According to the data, in 2014, Hemou smuggled more than 220 tons of imported frozen peony shrimp from Guangxi Port through the pseudo-report trade method. Its main sales area is in Jiangsu, Zhejiang and Shanghai, while the frozen peony shrimp imported by formal enterprises at Shanghai Port has only 80 tons. . Shanghai Aquatic Group Corporation is a large-scale aquatic enterprise. Due to the impact of smuggling peony shrimp, enterprises have to “cut love” this business. "The market price of peony shrimp has changed frequently. Sometimes the price is too low to imagine. We can only stop this business." Tang Wenhua, the company's vice president, said very helplessly. The impact of smuggling on the market for peony shrimp and even the entire imported seafood market is evident.
At present, the case has been transferred to the procuratorate for entry into the stage of review and prosecution.

These cases are compiled from the network, but I am afraid this is just the tip of the iceberg. There are no valid documents such as “Inspection and Quarantine Health Permit” for smuggling seafood, and the quality is worrying. There is a huge hidden danger to national health and safety. In addition, the price of smuggled seafood is very low, and there is a phenomenon of “bad money driving out good money”, which disrupts market order. The Chinese government has also made great efforts to crack down on the smuggling of frozen seafood. At the beginning of this year, the National Customs deployed a special joint action of “Guomen Lijian 2016” to intensify efforts to crack down on smuggling and create a favorable environment for economic development.
